Where can I get this flare kit?

Unless you have access to GSA procurement or service supply stocking systems, they are extremely difficult to find, and are otherwise expensive if purchased from a collector.

 

It is better that they do it imperfectly than that you do it perfectly. For it is their war and their country and your time here is limited.

Are you looking for a pen flare launcher?  The military surplus ones are $30 to $100 and of dubious provenance, effectiveness and safety.  Try a search with the term "pen flare launcher".  

The BAFTE had a hissy fit over the the original style about 20 years ago.

Something about the trigger screw allowing on-handed operation and that being illegal.  This caused the US Forest Service to have to find a different design to set backfires and controlled burns.  You can learn some real nerd things when you're up all night as SDO.

Getting this ammo is problematic and unless you have access to the system and, as @Jcustisudux said, hard to come by.  Any military pen flare launcher I have see on the 'net is decades old and not too stable, as in it goes off in your fucking vest if you don't have the plastic bandoleer to protect the primer cup.   That was way too exciting.

I bought a three pack of pen flares from Cabelas or Bass Pro a couple of years ago. I think they cost roughly ten bucks a shot there. But, light, easy to use, and had a pretty good effect.

Here is what I have now, but I find it to be somewhat marginal.   Multiple strikes needed to ignite it, the primer provides ALL the motive force (therefore marginal height) and, since there is no real power behind it, the meteor is easily stopped by leaves/branches.
